Strategic plan of  SI "Akim\'s apparatus of Zhezkazgan city" for 2010-2015 years

 
 
Section 1. Mission and vision
Mission-qualitative and timely information and analytical support, organizational-legal and material-technical ensuring activity of Akim and city akimat.
Vision – improvement of quality of providing the state services to individuals and legal entities and government structures on the basis of introduction of new technologies and methods of rendering services.
 
Section 2. Analysis of the current situation and tendency of development of the relevant branches (spheres) of activity
 
Strategic direction 1 Further improvement of HR department
1.1)              Basic parameters of development
Personnel policy – set of rules and norms, the purposes and representations which define the direction and the content of work with the personnel.  By the personnel policy the realization of the purposes and problems of human resource management is enabled therefore it consider as a personnel management system kernel.
In this regard the role of state servants increases in management of economy, society and the state as a whole and also in performance of strategic functions of state agencies. Therefore improvement of personnel policy becomes one of the main directions of strategy of development of government structures.
The Ministry of economic development and trade approved the Technique of an assessment of efficiency of activity of the central government and local executive structures of areas, the cities of republican value, the capitals on human resource management.
This technique is developed for implementation of the Decree of the President of the Republic of Kazakhstan of March 19, 2010 No. 954 "About system of an annual assessment of activity of the central government and local executive structures of areas, the cities of republican value, the capital".
The technique is intended for determination of efficiency of measures for human resource management in the central government and local executive structures of areas, the cities of republican value, the capital.
For 01.01.2011 the regular number of staff of Akim’s apparatus of the city makes 27 units, the actual number of state servants made 27 people.
For 2010 passed certification 7 administrative state servants. By results of certification all state servants correspond to posts.
For increase of professional level of state servants and implementation of requirements of the legislation about state service since the beginning of year in the Regional center of retraining and professional development of state servants of akimat of the Karaganda area 3 persons were trained. At the same time, it is necessary to carry out work on further development and improvement of work of state servants, introduction of modern forms and the methods of management promoting increase of efficiency and flexibility of the device.
The qualitative structure of state servants of Akim’s apparatus of the city looks as follows: women – 17 people or 63 percent from total working, on a nationality: Kazakhs-21 (77,8%), Russians – 3 (0,1%), others – 3 (0,1%), middle age – 44 years. The number of state servants of Akim’s apparatus of the city, having state service length of service makes over 20 years are 6 people. From total number of working with the higher education – 24, from them: lawyers – 8, economists – 7, teachers – 7, engineers-2, with a secondary special education – 3. Having 2 and more educations – 11 people.
As of January 1, 2011 staff is fully completed. The special attention is paid to encouragement of state servants to achievement of high standards of work, development of workers, retraining and professional development, carrying out certification and a skill level assessment, the promotion organization, organization and work incentives improvement, social payments.
 
1.2) Analysis of the main problems
Modern quickly changing conditions of the market force to react quickly, introducing amendments in the activity. However, it is impossible without continuous improvement of professional skills and personal qualities of managers and workers that causes need of continuous training, planning which, at first, has to be information saturated, secondly, has to represent sequence of courses, the programs complementing and developing each other, i.e. a certain system, thirdly, has to be based on a combination of traditional methods of training and the latest development, fourthly, has to allow to make an assessment of efficiency of material and time expenditure. Though the salary of state servants in recent years grew, however it in many respects concedes to the sizes of salaries of officials of other states.
 
1.3) Assessment of the major external and internal factors
Personnel policy of the organization is one of effective ways of overcoming of a staff deficit.  So, there is a need of introduction of institute of mentoring when the organization looks after higher education institutions, providing to the student base for passing of work practice and then assist in employment on a competitive basis.  Employing as them, possibilities of development of the expert in the organization for some years forward are provided.  Thus on adaptation of the university graduate it can be demanded from several months to two years.  The expert "grown" by the organization, works better than those who came "from outside".
The authority of HR department depends on  powers, level of special knowledge of personnel officers, usefulness of service on extent of  impact on  personnel processes. In the Message to the people of Kazakhstan of January 29, 2010 "New decade – new economic recovery – new opportunities of Kazakhstan" the Head of state noted  that "not quantitative indices and quality of the work which indicator there will be growth of trust of citizens, legal entities and foreign investors" have to become criterion of productivity.
 
Strategic direction 2. Further development and document flow improvement.
 
2.1)  Basic parameters of development
For 2010 in Akim\'s apparatus of the city arrived 1895 addresses (2009 year - 1547), consideration of addresses makes 100% taking into account being in work.
For 2010 in Akim\'s apparatus of Zhezkazgan city arrived only 4763 missives (2009 year - 3683), from them 1441 letters from higher structures (areal akimat, RK Agency for the state service, supervising managements), also 61 resolutions, 13 orders, 1 decision area’s akim, 9 Decrees of the President of RK, 56 resolutions and 5 orders of the Government of RK.
The correspondence sent from the akim’s apparatus of Zhezkazgan city for this period (2009 year - 2258) makes 1872 letters.
In 2010 by the akim of the city on a personal reception of citizens was accepted 144 person (2009 year - 108). From them: – 44 oral addresses are solved positively, explained – 100. The main part of the questions which are brought up by visitors are questions of domestic character, the social help and others.
On a personal reception of Akim\'s deputies of the city of citizens was accepted – 175 person (2009 - 137). From them it is solved positively – 28 oral addresses, is explained – 147.
For 2010  is carried out 29 akimat meetings (2009 - 38), is accepted 648 resolutions (2009 - 944) and 501 city Akim\'s orders (2009 - 582). Resolutions and Akim\'s orders of the city prepare and dispatched in the state and Russian languages. For the specified period in Justice department of the city of Zhezkazgan 5 resolutions and Akim\'s one decision are registered.
 
2.2) Analysis of the main problems
In the analysis is observed the tendency to increase in document flow according to addresses of individual and legal entities, established facts of double input of registration data according to the same address.
 
2.3) Assessment of the major external and internal factors
In spite of the fact that on the work organization with addresses the special attention and this work is paid on control not only at supervisory or government structures, but also at the population, have the facts of a superficial, formalistic approach to consideration of addresses of persons, removal of statements from control without careful check that compels citizens to address repeatedly or in higher structures. Answers to addresses have to be according to the contents reasonable and motivated, with reference to the legislation of the Republic of Kazakhstan, contain the concrete facts disproving or confirming arguments of the applicant, with an explanation of their right for the appeal of the made decision.
When checking are elicited the facts of lack of due consideration and registration of the arrived addresses of individual and legal entities.
Ignorance by employees of basic provisions of the regulations regulating an order of the accounting of addresses of persons and office-work on them is the main reasons of the allowed shortcomings.
 
Strategic direction 3. Development of information technologies of
Akim’s apparatus of the city.
 
3.1) Basic parameters of development
Hardware. Within implementation of the Program of creation of "electronic akimat" Karaganda area for 2006-2010 the hardware of governing structures was carried out by the computer equipment, the server equipment. Also the attention was paid to creation of local computer networks and preparation of server rooms.
The percent of equipment of local executive structures the computer equipment makes 95%; Internet access is organized on communication channels with an average capacity of 256 kb/s.
In the city two servers, connected to necessary communication channels for granting to government structures of available services by UTS and by Internet function. On servers are used as an operating system such as Windows server-2003,2008 OS, and as DBMS – MSSQL Server.
Communication channels. All organizations of local executive structures are connected to UTS, a crawl of villages (Talap, Kengir, Malshybay)
The information systems operating in the city. Now in LES of Zhezkazgan the following information systems function:
System of electronic document flow (number of system’s user 109),
Personnel management system (number of system’s user 5),
Financial monitoring of performance of local budgets "House of finance" (2 users),
Regional expected card of area (5 users),
Monitoring of the prices of socially significant consumer goods (5 users),
Formation of electoral registers (5 users).
Except the specified systems in area since 2006 the Internet portal of akimat of the city works. Sites in 15 SI are opened and function. Today by a portal appear interactive services among which city Akim\'s "question-answer", the subscription to news, information on government procurements and in each state institution functions "feedback" for dialogue with the population.  
Using  of basic components of the e-government. Basic components of the e-government with which work is conducted at the level of local executive structures of the city are:
1. Uniform system of electronic document flow of RK (further – USEDF).
2. State information system "Address Register".
3. Points of public access.
The system of electronic document flow (further – SED) is introduced in 12 state institutions of the city. 
Within the project "Information system "Address Register" (further – IS AR) in 2007 carried out works on introduction of the software of IS AR. Inventory of addresses of real estate objects is carried out. Filling of a database makes 100%.
During performance of the State program of education of "the electronic government" in the Republic of Kazakhstan the network of points of public access was created. Creation of points of public access, first of all, covers CSP structures, akimats, JSC Kazpost, JSC Kazakhtelekom, libraries, state center for payment of pensions, Traffic police of the Department of Internal Affairs, educational institutions, large shopping centers. Today in the city 10 points of public access functioned.
In addition, during 2007-2008 in the city the State program "Decrease in information inequality in the Republic of Kazakhstan for 2007-2009" was implemented. Computer classes were open, where was provided free training of various segments of the population. Testing of graduates of schools, professional lyceums, colleges and higher education institutions was held. Within 2 years by the specified program  is captured - 4098 people.
 
3.2) Analysis of the main problems
During achievement of goals it will be necessary to resolve an issue of interaction of information systems of the city focused on rendering electronic state services with ("Legal entities", "Individuals", "The address register", "The real estate register") by Server center "electronic akimat" of area.
Also the works will be carried out directed, first of all, on service to citizens and the organizations:
- introduction of information system "Portal "E-akimat",
- automation of internal business processes rendering the state services of LES.
The minimum quantity of the state services rendered by LES in an electronic format, to 2015 will be brought till 50% of their total.
Work on development of operating IS and introduction of the new functions of public administration directed on automation at local level will be continued.
Ensuring protection of information infrastructure of government structures in the city. Protection of information infrastructure of LES of the city first of all is provided on Servers in the building of akimat and in the building of the city organizations. Protection is provided both on technical and at organizational level. For ensuring protection at a technological level software (antivirus software, firewalls) are used. For ensuring protection at organizational level of 03.06.2010 by the resolution of akimat of the city of No. 14/08 approved Politicians of information security and automated system "electronic document flow" of LES of city.
The e-government PR companies at city level. The corresponding media plan will be developed for promoting of initiatives of the e-government and e-akimat of area, finishing to data of citizens and the organizations of information on the state services and socially demanded services. For participation in actions of the media plan print and electronic media of the city (newspapers, television) will be involved. Also necessary information will take place on LED-screens of the city and to be published on city the Internet resources.
 
3.3) Assessment of the major external and internal factors
The system of state administration will pass to management by results at which the assessment of management efficiency will be carried out on the end results of financed programs taking into account of the receiver.
Akim\'s apparatus of Zhezkazgan city. Development and introduction of the automated information systems, development of material base will allow to increase efficiency of state administration and to provide high-quality and actual monitoring of realization of operating state programs, to improve processing of complaints and addresses of citizens and the business organizations.
 
Strategic direction 4. Further development and improvement of legal support.
 
4.1)  Basic parameters of development
It is necessary to improve and raise constantly level of legal equipment which defines quality of regulations and as a whole level of culture of work with documents in government.
4.2) Analysis of the main problems
Construction in Kazakhstan of the constitutional state demands further improvement of the specialized institutes connected with protection of the rights and freedoms of citizens. The institute of the Commissioner for Human Rights became the important mechanism in this system. Creation of this state human rights institute was a serious step of deepening of democracy in Kazakhstan. Experience shows that it is necessary to consider a question of increase of efficiency of activity of this institute. Jury introduction, transfer by court of the authorized arrest positively affected a legal profession role. Improvement is demanded also by system of granting a legal aid.
4.3) Assessment of the major external and internal factors
Component of legal policy of the state is legal regulation of scientific and educational activity which is an important condition of ensuring industrial-innovative development of the country, increases of  intellectual potential. In this regard it is necessary to continue work on increase of sense of justice of citizens, including legal literacy among the state employees. It is necessary to expand volumes and to increase quality of legal promotion among the population by mass media, including Internet resources, to intensify scientific researches on actual problems of the legislation and right application, especially in those branches of the right which are most demanded in everyday life of citizens.
